A user has the ability to store their credit card information on the myaccount.php page in the Billing Info section by clicking on the green Add Bill To button. In order for this to work, there must be a System Merchant set in the admin tools. To access the System Merchant settings, click on the wrench in the upper right corner and scroll down to the System Merchant.
